Which Telugu layout is this?

InScript, India’s government standard, where each key gives the same letter in every Indian script, so it is easy to switch between Indian languages.

How do I add a vowel sign (gunintham)?

Type the consonant, then the vowel sign: క + ా = కా, క + ి = కి. Independent vowels (అ, ఇ, ఉ…) are on Shift.

How do I type conjuncts (vattulu)?

Use the virama ్ on the D key between two consonants: క + ్ + క = క్క.

How do I type Telugu numerals, ం and ః?

Alt Gr + the number-row keys gives ౦ to ౯. ం is on the X key and ః on Shift + the hyphen key.
